ACI eManifest Compliance Guide (ACI eManifest)

Viewing the Compliance Report button on the Search ACI eManifests page.

The BorderConnect ACI eManifest Compliance feature helps users review Canada Border Services Agency (CBSA) ACI eManifest timing and prior notice requirements. It provides electronic timestamps related to submission, acceptance, arrival, and prior notice, and lets users generate ACI Compliance Reports for their records.

CBSA requires highway carriers who file an ACI eManifest to wait at least 1 hour after the ACI eManifest is accepted before arriving at the Port of Arrival. Highway carriers who arrive earlier than 1 hour, arrive without a transaction number for a PARS shipment, or arrive without other required information may receive an Administrative Monetary Penalty (AMP) from a CBSA officer. How to View the ACI Compliance Report

From the ACI eManifest Search Page, click the Compliance Report button at the top of the page.

If the button is not visible, click Reset on the search page. The default search criteria must be active for the Compliance Report button to appear.

The ACI Compliance Report page shows ACI eManifests that did and did not meet the required criteria when arriving at the Port of Arrival.

Users can customize the report by changing the date range and time period. If the report is being generated by an eManifest service provider that oversees multiple highway carriers, the user can also change the company for the report.

Action Result
Generate Report Generates ACI eManifest compliance details based on the selected criteria.
Delete Deletes the current report.
View Report Details Opens the ACI Compliance Report Details page from the link above the pie chart.

Report Statuses

Status Meaning
OK The driver fulfilled the required 1-hour wait period and the required information, such as transaction numbers with a declaration accept message through RNS, was available.
Notice Violation The driver did not fulfill the required 1-hour wait period after the ACI eManifest was accepted before arriving at the port.
Early Arrival The driver arrived more than 30 minutes before the Estimated Time of Arrival on the ACI eManifest.
Late Arrival The driver arrived at the port 8 hours or more after the Estimated Time of Arrival on the ACI eManifest.

Previously Generated ACI Compliance Reports

Below the ACI Compliance Report section, users can view previously generated reports. The list shows the search criteria for previous reports, when each report was generated, which user generated it, and which company it was generated for.

Clicking the x on the far right deletes a previously generated report.

ACI Compliance Report Details Page

The ACI Compliance Report Details page can be opened by clicking View Report Details from the ACI Compliance Report page. It lists all ACI eManifests within the generated report time frame that did not meet the required criteria when arriving at the First Canadian Port of Entry.

Users can filter the report by ACI Non-Compliance Reason. By default, the filter is set to All, but it can be changed to Notice Violation, Early Arrival, or Late Arrival.

The report details listing includes:

  • ACI Trip Number
  • ACI eManifest Estimated Arrival Time
  • When the ACI eManifest was marked as on file by CBSA
  • Actual Arrival as provided by CBSA
  • ACI Non-Compliance Reason
  • An icon to view the ACI eManifest

From the ACI eManifest Search page and the ACI eManifest Details page, users can hover over the Prior Notice Requirement to quickly view prior notice compliance information.

The tooltip shows whether the prior notice requirement has been met and provides information about when the ACI eManifest was accepted by CBSA.
