== In-Transit Procedure (Going through Canada) ==

The procedure for United States goods in transit from one point in the United States to another point in the United States through Canada is as follows:

(1) At the first point of entry in Canada, the driver presents four copies of form A8B as follows:

::*(a) Original (white) – arrival copy
<p>An <strong>In-Transit</strong> move occurs when a carrier transports domestic goods through a foreign country to reach another domestic destination.</p>
::*(b) 2nd copy (blue) – exit copy
<p>Because the goods are not entering the commerce of the foreign country, they travel "In-Bond" or "In-Transit" and are exempt from duties/taxes, provided they stay sealed.</p>
::*(c) 3rd copy (green) – re-entry copy
::*(d) 4th copy (pink) – carrier copy


(2) The customs inspector reviews and validates all copies by stamping and initiating each copy at the bottom of the form and may also check the goods against the bill(s) of lading, to ensure that all of the goods being moved in transit are recorded.

(3) When completed, three copies (blue, green, and pink) are returned to the driver, and the original (white) is placed in a pending file until acquittal is received from the United States customs office of entry. Acquitted copies are filed numerically.

(4) The goods are sealed with green ball seals that must remain intact until they are removed by United States CBP at the office of re-entry.

(5) The carrier reports to United States CBP before re-entering the United States. A U.S. CBP officer stamps the remaining three copies of the manifest; the pink copy is returned to the driver, the blue copy is sent to the office at the first point of entry, and the green copy is retained on file.

The bond must then be accepted, then presented at the U.S. port of arrival. Once the bond has been authorized for movement into the U.S. and arrives at the port of exit in the U.S. the T&E In-Bond will then be closed and marked as "exported".

<h3>The Electronic Requirement: ACI eManifest Exemption</h3>
<p>For a US to Canada to US move, an ACI eManifest is <strong>not needed</strong> when crossing into Canada with exclusively in-transit goods.</p>


Once the carrier arrives at the opposite port (the Canadian port of arrival) an ACI eManifest must have been filed previously, using the In-Transit cargo exemption. To learn how to process an ACI eManifest using the In-Transit cargo exemption see the section below.
<p>According to official CBSA guidelines, until such time as the CBSA implements a fully electronic in-transit process, highway carriers arriving only with goods moving in-transit are <strong>exempt from the mandatory provision of eManifest information</strong>.</p>


== How To Process An In-Transit using ACI eManifest ==

(2) After the conveyance (trip) data has been entered, links will appear on the right-hand side of the truck or trailer. You can then assign an IIT or Cargo Exemption to the manifest. If the goods are loaded in a box truck or cargo van you will assign the cargo exemption or In-Transit to the truck, or if the goods are loaded in the trailer, assign the In-Transit exemption to the trailer.

<p>To haul Canadian goods through the US, the carrier <strong>must be a bonded US carrier</strong>.</p>
<p>You must file a <strong>Transportation & Exportation (T&E) bond</strong> for the US portion of the move. In-Transit Manifest (Canada & USA)

A guide to moving goods from Point A to Point B by passing through a foreign country (US to US via Canada, or Canada to Canada via US).

Overview

An In-Transit move occurs when a carrier transports domestic goods through a foreign country to reach another domestic destination.

Because the goods are not entering the commerce of the foreign country, they travel "In-Bond" or "In-Transit" and are exempt from duties/taxes, provided they stay sealed.

Two Main Scenarios:

  • US βž” Canada βž” US: Uses CBSA Form A8B ONLY (ACI eManifest is strictly exempt).
  • Canada βž” US βž” Canada: Uses a T&E Bond (QP or ACE) + ACI In-Transit Exemption upon re-entry to Canada.

The Paperwork: Form A8B

When moving US goods through Canada, CBSA uses the Form A8B United States – Canada Transit Manifest to control the movement.[1]

Step 1: Entry into Canada

The driver presents 4 Copies of Form A8B:

According to official CBSA guidelines, until such time as the CBSA implements a fully electronic in-transit process, highway carriers arriving only with goods moving in-transit are exempt from the mandatory provision of eManifest information.
