How to Use BorderConnect ACI eManifest Compliance Software Features

Accessing the Compliance Report button from the ACI eManifest Search page

The BorderConnect ACI eManifest Compliance Feature helps highway carriers meet CBSA ACI eManifest requirements and reduce the risk of Administrative Monetary Penalties (AMPs).

The feature automatically tracks:

  • Submission and acceptance times
  • The mandatory one-hour prior notice period
  • Actual border arrival times
  • Common compliance violations

Users can also generate formal compliance reports for auditing and record-keeping.

Why ACI Compliance Is Important

CBSA requires highway carriers to submit an accepted ACI eManifest at least one hour before arriving at the port of entry. Arriving too early, without required broker clearance (for PARS shipments), or far outside the ETA window may result in monetary penalties issued at the border.

Generating an ACI Compliance Report

Reports are created from the ACI eManifest Search Page.

  1. Click the Compliance Report button at the top
  2. If the button is missing, select Reset Search to restore default filters
  3. Adjust the date range, time period, and company (if applicable)
  4. Click Generate Report

The system will compile compliance data based on your selected criteria.

Understanding the Compliance Report

The report summarizes whether each manifest met CBSA’s notice and arrival rules.

Result Meaning
OK All requirements were met
Notice Violation Driver arrived before completing the one-hour wait
Early Arrival Arrival more than 30 minutes before ETA
Late Arrival Arrival 8 hours or more after ETA

Buttons at the top of the report allow you to:

  • Generate a new report
  • Delete the current report
  • View detailed manifest history

Previously Generated Reports

Below the main report area is a history of earlier compliance reports showing:

  • Date ranges used
  • Selected company
  • User who generated the report
  • Time created

Click the x beside any entry to delete it.

Compliance Report Details Page

Selecting View Report Details opens a full listing of non-compliant manifests.

This page shows:

  • ACI Trip Number
  • Estimated Arrival Time
  • CBSA Acceptance Time
  • Actual Arrival Time
  • Non-Compliance Reason

Use the ACI Non-Compliance Reason dropdown to filter by Notice Violation, Early Arrival, or Late Arrival.

Click the eye icon to open the corresponding manifest.

Prior Notice Requirement Tooltip

From both the ACI eManifest Search Page and Details Page, hover over the Prior Notice Requirement field to instantly see:

  • Whether the one-hour requirement was met
  • The exact CBSA acceptance time

This allows quick compliance checks without opening reports.
