How to create an Emergency Repairs cargo exemptions in ACI.

An Emergency Repairs is a Canadian Cargo Exemption used when a conveyance has been repaired outside Canada as a result of an unforeseen contingency that occurred outside Canada, and the repairs were necessary to ensure the safe return to Canada of the conveyance.

CBSA policy also provides duty relief for qualifying emergency repairs in certain circumstances (see Customs Tariff subsection 101(2)).

Declaring an Emergency Repairs Cargo Exemption in ACI eManifest

Emergency Repairs shipments are required to be reported on an ACI eManifest as a cargo exemption on the conveyance. To report Emergency Repairs the carrier will need to create an ACI eManifest and select the the cargo exemption type "Emergency Repairs" in BorderConnect's ACI eManifest software), and ensure that the eManifest and shipment(s) are transmitted as part of their ACI eManifest.

If any additional shipments exist on the manifest, they must also be reported on the eManifest using the appropriate process (e.g., cargo documents for commercial freight) in addition to declaring the Emergency Repairs exemption on the conveyance.

At the border, the driver must present a barcoded ACI lead sheet (e.g., barcoded CRN, or barcoded CCN with handwritten CRN) and also present the Emergency Repairs information, as well as other documentation related to the repairs when requested.

In order to comply with ACI eManifest requirements you are required to ensure that both your manifest and the broker clearance on any PARS shipments are on file with CBSA for at least one hour before the driver arrives at the border.
