BorderConnect Virtual Workshop - RNS-PARS Software & RNS Arrivals (WACM)

BorderConnect's PARS Checking software uses the CBSA Release Notification System (RNS) to provide carriers (and other trade chain partners) with electronic messages related to CBSA release decisions and the status of shipments (including PARS).[1]

Carriers can benefit from PARS Checking in several ways, including:

  • Seeing if PARS release requests are on file / processed (even outside broker business hours).
  • Verifying the PARS number and port entered by the broker matches the PARS label and intended port of entry.
  • For clients of BorderConnect's ACI eManifest software, tying PARS checking into manifests to help ensure PARS numbers are keyed consistently and accurately.
  • Receiving release-related notifications via RNS (where applicable).[2]
  • Printing a release notification report for recordkeeping purposes. (Note: CBSA has separate “proof of report” / portal documents; RNS messages themselves are not viewable in the eManifest Portal.)[3]

About CBSA RNS

The Release Notification System (RNS) provides electronic messages to trade chain partners (brokers, importers, carriers, warehouse operators) to support timely notification of CBSA release decisions, including when a transaction is released and when a Pre-arrival Review System (PARS) transaction is approved.[4]

RNS supports multiple service options, including:

  • Automatic Release Notification
  • Arrival Certification
  • Status Query
  • Automatic Status

Getting Started

Before using RNS-based features, you must register for RNS with CBSA (and complete any required onboarding/testing steps as applicable). CBSA provides an official RNS application form where you select which RNS option(s) you are applying for (Automatic Release Notification, Arrival Certification, Status Query, Automatic Status).[6]

For certain RNS functions (such as WACM / arrival certification), CBSA indicates that clients (and/or authorized third-party service providers) must register and undergo system testing with CBSA’s Technical Commercial Client Unit (TCCU).[7]

Note: Processing timelines can vary based on CBSA onboarding/testing requirements and submission completeness.

CBSA Definitions (Reference)

PARS is a service option for the release of commercial goods. It allows importers and customs brokers to submit interim accounting documentation to CBSA for review/processing in order to obtain release of commercial goods.[8]

An RNS message is a system message sent to the client regarding the status of cargo or the release.[9]

WACM (Arrival Certification) Note

CBSA requires sufferance warehouse operators to transmit a Warehouse Arrival Certification Message (WACM) for cargo arriving at a sufferance warehouse (with detailed rules depending on consolidation). CBSA also specifies that WACM transmission must be done by registered RNS participants using EDI, and references TCCU registration/testing requirements for participation.[10]
