A CBSA A49 Automotive Report & Release Document

An A49 Automotive Release (Form A49 – Automotive Report & Release Document) is a CBSA automotive line-release reporting method used in the highway mode for production and service parts imported for Chrysler Canada Ltd., Ford Motor Company of Canada Limited, and General Motors of Canada Limited.[1][2]

Only goods that qualify as automotive production or service goods are eligible under this process. Shipments of “miscellaneous” or non-production goods (for example: stationery/office supplies, tooling equipment, prototypes/pilot parts, blueprints, computers, machinery/equipment, empty racks, etc.) do not qualify for A49 line release even if they are destined to the participating automotive manufacturers.[1][2]

Declaring an A49 Shipment in ACI eManifest

A49 shipments are required to be reported on an ACI eManifest. To report an A49 shipment the carrier will need to create an ACI Shipment designated as non-CSA (or "A49 Automotive Release" if using BorderConnect's ACI eManifest software), and ensure that the shipment is transmitted as part of their ACI eManifest.[3]

Although an A49 shipment is different from a PARS shipment, the carrier will still need to provide a unique Cargo Control Number, as well as all other information normally required for an ACI Shipment include shipper, consignee and commodity information.[4]

At the border, the driver must also present the completed A49 for the shipment. The A49 must be properly completed and include the required conveyance and shipment details (including the carrier code, trailer/railcar number, and the supplier shipment lines), as CBSA may refer the load to secondary if the form is missing information or illegible.

For highway ACI/eManifest, the conveyance (trip) must be received and validated by CBSA at least one (1) hour prior to arrival at the First Port of Arrival.
