Automotive Line Release (CBSA Shipment Type)

An Automotive Line Release is a Canadian Shipment Type for certain automotive production and service goods arriving by highway for General Motors of Canada Limited, Ford Motor Company of Canada Limited, and Chrysler Canada Limited. The program is part of CBSA’s “New Automotive System” (ASN-based) and is designed to provide line release at the Primary Inspection Line for qualifying automotive production/service goods. Complete vehicles do not qualify under this automotive release and accounting system.[1]
Goods that do not qualify as automotive production/service goods under this program (e.g., “miscellaneous goods” not for direct production/service use) must be reported/released using another appropriate process (e.g., PARS, CSA where eligible, or other release options).[1]
To use the automotive line release procedures for highway shipments, qualifying automotive production and service goods for GM, Ford, and Chrysler must be documented on a properly completed Form A49 – Automotive Report & Release Document, which CBSA states replaces the standard highway cargo control document for these shipments and is used to report and obtain release.[1][2]
Declaring an Automotive Line Release in ACI eManifest
Automotive Line Release shipments are required to be reported on an ACI eManifest.[3] To report an Automotive Line Release shipment the carrier will need to create an ACI Shipment and select the shipment type "Automotive Line Release" when processing an ACI eManifest.
Although an Automotive Line Release shipment uses specialized automotive release/accounting procedures, the carrier will still need to provide a unique Cargo Control Number and the mandatory ACI/eManifest data elements (e.g., shipper, consignee, and description of goods).[3]
At the border, the driver must present a lead sheet with a machine-readable bar code containing the Conveyance Reference Number (CRN) or another bar-coded number that links to the conveyance (e.g., a bar-coded CCN), as required by CBSA highway eManifest rules.[3]
For highway automotive line release procedures under the New Automotive System, qualifying production/service goods must be documented on Form A49. CBSA policy describes the A49 as the document used to report and obtain release for these highway shipments, and it includes the unique release number used by CBSA and the automotive companies for control purposes.[1][2]
