Overview

Commercial truck drivers operating in Canada must provide proper, government-issued identification to establish citizenship and identity when crossing into the U.S. with a commercial load.

Under the Western Hemisphere Travel Initiative (WHTI), U.S. Customs and Border Protection (CBP) strictly regulates which forms of identification are acceptable at land border crossings. Failure to present a WHTI-compliant document will result in delays, fines, or being denied entry into the United States.


Acceptable Driver Identification

When arriving at the primary inspection booth, the commercial driver must present one of the following valid WHTI-compliant travel documents:

  • Valid Passport: A traditional passport book issued by your country of citizenship.
  • Passport Card: A wallet-sized travel document issued by the U.S. government (valid only for land and sea travel).
  • Free and Secure Trade (FAST) Card: A trusted traveler card specifically designed for commercial truck drivers.
  • NEXUS Card: A trusted traveler card for expedited border crossings.
  • Enhanced Driver’s License (EDL): Available in certain provinces (like Ontario or British Columbia) and U.S. states, denoting both identity and citizenship. Note: A standard provincial driver's license is NOT sufficient on its own to cross the border.
  • Native American ID: Issued by Indigenous and Northern Affairs Canada (INAC) or a recognized tribal enrollment card.

Permanent Residents & Foreign Nationals

If the commercial driver is not a citizen of the United States or Canada, additional documentation is strictly enforced.

Canadian Permanent Residents

For permanent residents of Canada, a Permanent Resident (PR) Card is not a WHTI-compliant travel document on its own. You must present:

  • Your valid Passport of Citizenship (from your home country).
  • A valid U.S. Visa (B1/B2 for business/visitor), UNLESS you are a citizen of a country participating in the Visa Waiver Program (VWP). Drivers from VWP countries must have an approved ESTA (Electronic System for Travel Authorization) prior to arriving at the land border.

U.S. Permanent Residents (Green Card Holders)

U.S. Lawful Permanent Residents must present their valid I-551 Permanent Resident Card (Green Card). While a passport is highly recommended, the Green Card itself serves as proof of authorization to enter the U.S.

FAST Shipments & Commercial Paperwork


In addition to proving who the driver is, the driver must also provide documentation proving what they are hauling.

When is a FAST Card Mandatory?

While a passport is sufficient for standard commercial loads, if the driver is assigned to transport a Free and Secure Trade (FAST) shipment, or is hauling a load for a carrier and importer participating in the Customs Trade Partnership Against Terrorism (CTPAT) or Partners in Protection (PIP), the driver must be registered as an approved FAST driver and present a valid FAST card at the time of arrival.

Required Commercial Paperwork

Alongside their personal travel documents, the driver must physically hand the CBP officer the documentation tying them to the electronic declarations filed by the carrier and customs broker:

  • ACE Manifest Lead Sheet: A cover sheet displaying the trip number and barcode, proving the ACE eManifest was successfully transmitted to CBP.
  • PAPS Barcode Label: A typed or written Shipment Control Number (SCN) barcode affixed to the commercial documents, allowing the officer to link the truck to the broker's customs entry.
  • Supporting Documents: The physical Bill of Lading, Commercial Invoice, and any agricultural/FDA certificates required for the specific release type or cargo exemption.
