Military Goods (CBSA Shipment Type)

Military Goods Consigned to the Department of National Defence refers to a shipment of goods consigned to the Canadian Department of National Defence (DND) that is transported by a commercial highway carrier.

These shipments must be reported to the CBSA in advance using ACI/eManifest (unless an exception applies under CBSA policy).[1][2]

Note: CBSA policy lists an exception for military goods on board a military owned or leased conveyance; shipments moved by commercial carriers generally remain subject to ACI/eManifest requirements.[2]

Military Goods shipments are required to be entered as a shipment in an ACI eManifest software.


Military Goods in ACI eManifest

Military Goods consigned to the Department of National Defence shipments are required to be reported on an ACI eManifest.[1] If the carrier has other shipments on board, they should report all other freight on their ACI eManifest.[1]

At the border (first point of arrival), the driver must present a lead sheet containing a machine-readable bar code (for example, a bar-coded CRN, or a bar-coded CCN with a handwritten CRN) as described in CBSA highway guidance.[2][1]

CBSA requires that highway cargo and conveyance data be received and validated by CBSA no later than 1 hour before arrival at the first point of arrival (FPOA). This is the compliance rule (not a “wait 1 hour after acceptance” requirement).[1][3]

In order to comply with ACI eManifest requirements you are required to ensure that both your manifest and the broker clearance on any PARS shipments are on file with CBSA for at least one hour before the driver arrives at the border.
