PARS Checking Software Guide
Monitor CBSA release decisions and RNS status updates in real-time using BorderConnect.
Overview
BorderConnect’s PARS Checking software uses the Canada Border Services Agency (CBSA) Release Notification System (RNS) to deliver electronic messages related to shipment release decisions and PARS processing status.[1]
This integration allows carriers and trade chain participants to monitor the progress of shipments in near-real-time and receive automated notifications directly from CBSA systems, confirming when goods are free to move inland.
Important Note: RNS messages themselves are not viewable within the CBSA eManifest Portal. CBSA provides separate “proof of report” or portal documents for official confirmation.[2]

BorderConnect’s PARS Checking feature helps carriers proactively manage border crossings by providing critical visibility into CBSA release activity.

- Broker Verification: Confirm whether PARS release requests are on file or processed, even outside broker business hours.
- Data Match: Verify that the PARS number and port entered by the customs broker match your PARS label and intended port of entry.
- System Consistency: Link PARS numbers to ACI eManifests (for ACI users) to ensure consistency between systems.
- Notifications: Receive CBSA release-related notifications via RNS.[3]
- Record Keeping: Print release notification reports for internal records and auditing purposes.
Understanding the Release Notification System (RNS)
The Release Notification System (RNS) is CBSA’s electronic messaging service that provides trade chain partners (Carriers, Brokers, Importers, Warehouses) with timely notifications related to cargo release decisions, including PARS approvals.[4]
RNS Service Options

Getting Started
Before using RNS-based features in BorderConnect, your company must be registered with CBSA for RNS.
Onboarding Steps
1. Submit Application: Submit the official CBSA RNS Application Form. 2. Select Options: Choose the RNS service options required for your operations. 3. Testing: Complete any required CBSA testing (e.g., for WACM with the TCCU).[6]
Timelines: CBSA processing and approval timelines can vary depending on submission completeness and testing requirements.

WACM Compliance
CBSA requires sufferance warehouse operators to transmit a Warehouse Arrival Certification Message (WACM) when cargo arrives. This transmission must:
- Be submitted electronically via EDI.
- Be sent by a registered RNS participant.
- Meet CBSA TCCU testing and approval requirements.[9]
