Paper RMD (CBSA Shipment Type)
| This article is part of the Shipment Release Types Guide |
A Paper RMD, or Release on Minimum Documentation (RMD), is a Canadian Shipment Type / release option associated with CBSA’s interim accounting and release processes. RMD allows eligible importers (or their customs brokers) to obtain release of commercial goods prior to final accounting and payment by providing minimum/interim documentation (often referred to as an “RMD package”) and meeting CBSA program requirements (including financial security where applicable).[1][2]
The decision to use RMD and the completion of the release documentation is the responsibility of the importer or their customs broker. Highway carriers should rely on the importer/broker to supply the required paperwork and provide any necessary accounting/payment details where applicable. Although duties and taxes may not be paid at the time of release under RMD, the goods must still be properly accounted for and duties/taxes paid within the prescribed time limits after release; failure to account within required timeframes can result in enforcement action and/or penalties.[1][3]
Declaring a Paper RMD Shipment in ACI eManifest
Paper RMD shipments are required to be reported on an ACI eManifest.[4] To report a Paper RMD shipment the carrier will need to create an ACI Shipment and select the shipment type "Paper RMD" in BorderConnect's ACI eManifest software), and ensure that the shipment is transmitted as part of their ACI eManifest.
Although a Paper RMD shipment is different from a PARS shipment, the carrier will still need to provide a unique Cargo Control Number, as well as all other information normally required for an ACI Shipment including Shipper, Consignee and Commodity information.
At the border, the driver must present a barcoded ACI lead sheet or Cargo Control Number and also present a completed RMD package for the shipment, as well as other documentation related to the clearance. For highway shipments, CBSA must receive and validate the carrier’s electronic cargo and conveyance data at least one (1) hour prior to arrival at the First Port of Arrival (FPOA).[5]
| For highway ACI/eManifest, ensure the electronic cargo and conveyance data is received and validated by CBSA at least one (1) hour prior to arrival at the First Port of Arrival (FPOA). |
