Overview

Crossing into the U.S. as a commercial highway carrier involves strict compliance with U.S. Customs and Border Protection (CBP) documentation requirements. At the first U.S. port of entry, a driver must present physical paperwork linked to their electronic declarations.

For standard commercial loads, this primarily consists of an ACE Manifest Lead Sheet (cover sheet) and a PAPS Barcode Label affixed to the commercial invoice. The typed or written trip number and Shipment Control Number (SCN) allow the CBP officer to instantly retrieve the pre-filed shipment data.

  • ACE Manifest Lead Sheets: Can be generated, printed, faxed, or emailed directly to the driver using BorderConnect eManifest software.

The Pre-Arrival Processing System (PAPS) is the default U.S. shipment type for commercial goods to clear through CBP via an ACE Manifest and a licensed U.S. customs broker. Almost all commercial goods are cleared as a PAPS shipment unless they specifically qualify for another release type or are exempted.

How PAPS Works

PAPS shipments require a unique Shipment Control Number (SCN). This number is formatted by combining the carrier's 4-letter SCAC with a unique, sequential Pro-Bill or trip number.

  • Highway carriers are strictly required to use sequential PAPS barcode labels to avoid accidental reuse of SCNs, which will cause immediate rejections in the ACE system.
  • The carrier affixes the PAPS sticker to the commercial invoice and provides that number to the customs broker so they can file the formal entry.
  • The carrier then transmits the ACE eManifest matching that exact PAPS number at least one hour before arriving at the border (or 30 minutes for FAST shipments).

Other Release Types & CBP Forms

If a U.S.-bound shipment is arriving under a release type other than PAPS, highly specific physical documentation may be required in addition to the standard ACE Manifest lead sheet at the border. Below are the most common alternative forms:

In-Bond & In-Transit Shipments

  • CBP Form 7512 (In-Bond): Required when a bonded carrier is arriving in the U.S. with an "In-Bond" shipment (e.g., moving goods inland to a bonded warehouse or another port for export).
  • CBP Form 7512B / A8B (In-Transit Manifest): Required if the highway carrier is a U.S. bonded carrier and plans on bringing commercial goods strictly through the U.S. corridor (e.g., loading in Canada, driving through the U.S., and delivering back into Canada).

Personal Effects & Duty-Free

  • CBP Form 3299 (Declaration For Free Entry of Unaccompanied Articles): Required if the highway carrier is hauling personal goods, household effects, or moving a private citizen's belongings into the U.S..
  • CBP Form 7523 (Entry and Manifest of Merchandise Free of Duty): Required if the highway carrier is hauling goods that qualify as items that are unconditionally free of duty and taxes, provided the shipment value does not exceed $2,500 USD.

NCAP / FAST System Downtime

  • NCAP / FAST Carrier Lead Sheet: Required when both the highway carrier and driver are Free and Secure Trade (FAST) approved, and the driver is crossing with a FAST load. Note: This physical sheet is primarily required as a backup during downtime of the National Customs Automation Program (NCAP) system.
