Paper RMD (CBSA Shipment Type)

How to create a Paper RMD Shipment in BorderConnect.

a Paper RMD, or Release on Minimum Documentation, is a Canadian Shipment Type for goods to clear through CBSA and with an ACI eManifest. It allows importers to obtain release of goods prior to payment of duties and taxes by presenting interim documentation, otherwise known as an RMD package as outlined in CBSA Memorandum D17-1-5 Importing Commercial Goods.

The decision to use an RMD package to bring goods into Canada and the completion of the form itself is the responsibility of the importer or their Customs Broker, and highway carriers should rely on them to supply all the necessary paperwork as well as information on the accounting data or payment information where applicable. Although payment for the duties and taxes are not required previous to the shipment arriving, it will be required within a certain time frame after the shipment has been released.[1]

Declaring a Paper RMD Shipment in ACI eManifest

Paper RMD shipments are required to be reported on an ACI eManifest.[2] To report a Paper RMD shipment the carrier will need to create an ACI Shipment and select the shipment type "Paper RMD" in BorderConnect's ACI eManifest software), and ensure that the shipment is transmitted as part of their ACI eManifest.

Although a Paper RMD shipment is different from a PARS shipment, the carrier will still need to provide a unique Cargo Control Number, as well as all other information normally required for an ACI Shipment including Shipper, Consignee and Commodity information.

At the border, the driver must present a barcoded ACI lead sheet or Cargo Control Number and also present a completed RMD package for the shipment, as well as other documentation related to the clearance. The driver must wait one full hour after the acceptance of the ACI eManifest before he/she can approach the border.

In order to comply with ACI eManifest requirements you are required to ensure that both your manifest and the broker clearance on any PARS shipments are on file with CBSA for at least one hour before the driver arrives at the border.
