Paper RMD (CBSA Shipment Type)

A Paper RMD, or Release on Minimum Documentation, is a Canadian Shipment Type used with an ACI eManifest when the importer or broker is obtaining release of goods based on minimum documentation rather than a normal electronic PARS release.
RMD allows eligible importers or brokers to obtain release of goods before final accounting and payment of duties and taxes, subject to CBSA release-prior-to-payment and accounting rules.[1]
The decision to use RMD and the preparation of the release package are the responsibility of the importer or customs broker. The carrier should rely on the importer or broker to provide the required paperwork, transaction information, and release instructions.
Paper RMD as an exception
In current CBSA release procedures, a paper interim accounting release request is generally an exception. CBSA Memorandum D17-1-4 states that paper release requests are accepted only where an exception applies and that an EDI Exception Lead Sheet must accompany the paper release package, except where a CAD C-type is used for importers not set up for electronic release documentation.[2]
The paper release package may include:
- an EDI Exception Lead Sheet, where required;
- required other government department or partner government agency documents, such as permits, licences, or certificates;
- CBSA release documentation;
- invoices; and
- any optional release information sheet or supporting documents required by the broker or CBSA.[2]
Declaring a Paper RMD shipment in ACI eManifest
Paper RMD shipments are still reported on an ACI eManifest. To report the shipment in BorderConnect:
- Create an ACI shipment.
- Select Paper RMD as the shipment type.
- Enter a unique Cargo Control Number.
- Enter the shipper, consignee, and commodity information normally required for an ACI shipment.
- Save the shipment and transmit it as part of the ACI eManifest.
Although a Paper RMD shipment is different from a PARS shipment, the carrier still needs the normal ACI shipment information and must meet ACI reporting timelines.
At the border
The driver should present the barcoded ACI lead sheet or Cargo Control Number and the Paper RMD release package supplied by the importer or broker. If the shipment is being released under an EDI exception, the package should include the EDI Exception Lead Sheet identifying the reason for the paper release request.[3]
For highway carriers, ACI cargo and conveyance data must generally be transmitted and accepted at least one hour before arrival at the first Canadian port of arrival.[4]
