Paper RMD Shipment (Canada/CBSA)
A guide to the "Release on Minimum Documentation" (RMD) exception process for shipments that cannot be cleared electronically.
Overview
A Paper RMD (Release on Minimum Documentation) is a legacy release option that allows commercial goods to be released based on physical paperwork presented at the border.
In the modern CBSA environment (post-eManifest), Paper RMD is no longer a standard choice. It is now restricted primarily to EDI Exceptions—situations where electronic clearance (PARS or IID) is impossible due to system outages or specific regulatory requirements.
The "Paper" Distinction: The term "Paper" refers to the Broker's release package. As the carrier, you must still transmit an ACI eManifest electronically for these loads.[1]
⚠️ When to Use Paper RMD (The Exception Rule)
CBSA Memorandum D17-1-4 dictates that Paper RMDs are generally only accepted when accompanied by an EDI Exception Lead Sheet. Valid reasons include:[2]

| System Outage | When CBSA or the Broker's EDI system is down, preventing a PARS transmission. |
| Regulated Goods | Goods requiring specific OGD (Other Government Department) paper permits that cannot be transmitted digitally. |
| Complex Entries | Shipments with more than 999 invoice lines (which exceeds EDI limits). |
Carrier Responsibility (ACI)
Even though the broker is filing "Paper," the carrier's obligation remains digital.
Creating the Shipment in BorderConnect
1. Start New Shipment: Inside your ACI eManifest, click Create New Shipment. 2. Shipment Type: Select Paper RMD.
* Why? This tells CBSA's system not to look for an electronic link (PARS) associated with this Cargo Control Number (CCN).
3. Enter CCN: Assign a unique CCN (Carrier Code + Number) just like any other shipment. 4. Transmit: Save and click Sync with CBSA.

At the Border
The Driver's Paperwork
Unlike PARS (where the driver only needs a lead sheet), a Paper RMD requires a full physical package. The driver must present:
- ACI Lead Sheet: The carrier's proof of electronic manifest (with barcode).
- EDI Exception Lead Sheet: A specific CBSA form identifying why this is being released on paper.[3]
- RMD Package: The full brokerage package (Invoice, Manifest copy, Permits) prepared by the customs broker.
1-Hour Rule Applies: Even for Paper RMDs, the carrier's ACI eManifest data must be on file for at least 1 hour prior to arrival.[4]
