Updating or Correcting an Accepted ACE Manifest (ACE Manifest)

This guide offers instructions on making updates or corrections to an ACE eManifest using BorderConnect ACE Manifest software. It assumes that the manifest has already been submitted and is on file with U.S. Customs and Border Protection (CBP) using BorderConnect ACE.

The procedure for changing an ACE Manifest is simple in BorderConnect using eManifest Sync. In most cases, eManifest Sync is the default and recommended method for making changes or corrections to an accepted ACE eManifest.

For all types of changes, first open the manifest from the ACE Manifest Search Page by clicking View.

How to Make Changes and Cancel an ACE Manifest in BorderConnect

Overview

Most accepted ACE eManifest corrections are made by editing the information in BorderConnect and then clicking Sync with CBP. Sync sends the required update, cancellation, resubmission, attach, or detach message when supported by the current manifest status and change type.

Some changes, such as changing the trip number, changing the date portion of the ETA, changing the shipment control number, or adding/removing shipments, may require the manifest to be cancelled before the corrected data is synced. These changes should be made before the driver arrives at the border whenever possible.

Using eManifest Sync to Change Minor Details

Most types of changes to an ACE Manifest can be completed using the eManifest Sync feature. For the changes below, make all required edits first, then sync once with CBP.

  1. Make the change to the manifest in BorderConnect. If more than one item needs to be changed, complete all of the changes before moving to the next step.
    • Changes to the port of arrival or ETA can be made using the Edit button near the top left of the page. Once the changes are made, clicking Save updates the manifest in BorderConnect.
    • Changes to the truck, trailer, drivers, or passengers can be made by clicking the Remove link to remove the current item from the manifest, then using Quick Assign Truck, Quick Assign Trailer, Quick Assign Driver, or Assign Passenger to add the new item.
    • Changes to seal numbers can be made by clicking the View link on the trailer or truck, depending on where the seals are located. From there, add, remove, or edit the seals. Once finished, use the Back to ACE eManifest button.
    • IIT Status can be added to the truck or trailer by mousing over the Set IIT Status button and selecting the appropriate exemption. An IIT status can be removed by clicking the Remove IIT Status link on the truck or trailer.
    • Changes to shipper, consignee, or commodity information can be made by clicking the View link for the shipment. From there, use the Remove from Shipment link on the shipper or consignee that needs to be changed, then assign or quick-assign the new one. The Edit link can be used instead to fix a mistake. Commodity information can be updated with the Edit link for the commodity, or by clicking Create Commodity to add another commodity to the shipment.
    • Changes to the shipment type can be made by clicking the View link for the shipment and using the Edit button inside the shipment. Once the Shipment Type is changed, click Save, then use Back to ACE eManifest to return to the manifest details page.
  2. Transmit the changes to CBP. After the changes have been made in BorderConnect, click Sync with CBP at the top of the eManifest Details page.

  1. Verify that the sync is accepted by CBP. Syncing the eManifest updates the current status to Transmitted to CBP. When the eManifest is accepted, the status reverts to Complete Manifest On File with CBP or Complete Manifest and Entry Numbers On File with CBP, and an accepted response appears under the ACE eManifest History.

Using eManifest Sync to Change Major Details

To change the trip number, the date portion of the ETA, the shipment control number, or to add or remove a shipment, the carrier will need to use Sync with CBP after making the changes in most circumstances. The changes in this section can only be made prior to the driver's arrival at the border.

  1. Cancel the manifest with CBP. If the ACE Manifest needs to be cancelled from the customs system, click Cancel eManifest at the top of the eManifest Details page. When the cancellation is accepted by CBP, the status changes to Cancelled Manifest and an accepted response appears in the ACE eManifest History.
  2. Make the changes in BorderConnect.
    • Changes to the trip number or date can be made using the Edit button near the top left of the page. Once the changes are made, clicking Save returns the user to the manifest details page. To update the changes with CBP, click Sync with CBP.
    • Changes to shipment control numbers can be made by clicking the View link for the shipment and using the Edit button inside the shipment. Once the shipment control number is changed, click Save, use Back to ACE eManifest to return to the manifest details page, then click Sync with CBP.
    • To add a shipment, click the Create New Shipment button located under the driver section on the manifest details page. Complete the full shipment information, then click Back to ACE eManifest to return to the eManifest Details page and click Sync with CBP.
    • To remove a shipment, click the Detach link on the shipment if the shipment should be used on a different manifest or detached entirely. Once the shipment is successfully detached, resend the manifest to CBP by clicking Sync with CBP.
  3. Verify that the manifest is accepted. The manifest status updates to Complete Manifest On File with CBP or Complete Manifest and Entry Numbers On File with CBP, and an accepted response appears under the ACE eManifest History.

Detaching and Attaching Shipments

In early 2022, U.S. CBP modernized the ACE system, including changes to some procedures. One change involves sending detach and attach messages to move shipments to other manifests. In a scenario where a user must move a shipment from one accepted ACE Manifest to another accepted ACE Manifest, the following steps apply in most cases.

First, cancel both ACE Manifests by selecting Cancel eManifest from the top of each eManifest Details page.

Once both manifests are cancelled, open the shipment on the manifest that the shipment should be removed from. Under Shipment Only Send to CBP, click Detach Shipment Message. After the detach has been processed, send a Cancel Shipment Message and wait for the shipment to be cancelled.

Then detach the shipment from the ACE Manifest in BorderConnect and assign it to the new ACE Manifest.

On the new ACE Manifest, where the shipment is now attached, click Sync with CBP at the top of the page. The manifest will usually be accepted shortly after.

This procedure can also be useful when removing or attaching shipments from or to arrived ACE Manifests. In cases where an accepted shipment must be attached to an arrived ACE Manifest, an Attach Shipment Message must also be transmitted once the new ACE Shipment is assigned to the arrived manifest.

Best Practices

  • Use eManifest Sync as the default method for making changes to accepted ACE eManifests.
  • Make all needed edits in BorderConnect before clicking Sync with CBP.
  • For major identifier changes, cancel the eManifest before changing the trip number, ETA date, or shipment control number.
  • Always wait for CBP acceptance after cancelling or syncing the manifest.
  • Check the ACE eManifest History to confirm that the expected accepted response was received.
  • Make corrections before the driver arrives at the border whenever possible.
  • If the manifest has already arrived or the status is unclear, contact BorderConnect support before making major changes.
